Can you please share with me what you have found to be the best way to encourage your staff to identify risks and Hazards, and understand the differences between them?

In speaking with many clients around this topic.:
1) Make it easy for them to do (Mobile phone with simple data entry)
2) When things are submitted - make sure to do something about it!

If they submit what they think is an issue (no matter how significant), they will be watching to see if their voice is heard.

Nothing destroys user engagement more than thinking their voice doesn't matter.

Are you using incident management? I think the main driving force for identifying hazards is to track near-miss reporting in KPIs and set expectations for a minimum number of them that should be logged by floor level supervisors/leads per month.
If you are wanting to focus on difference between risk and hazard that should just be added to your yearly training program. You could also split the near miss into two categories, or add a field to the incident reports, so that your EHS managers can drive that education by following up on mis-reported incidents.
