Process Improvement department vs QA department

Dear Experts,

There is a challenge in some organizations. 

In some organizations there is a Quality Assurance  department which works on the processes and procedures. On the other hand, there is another department which is called process improvement which uses best practices like APQC and implements BPMS, six sigma, process mining etc.

Sometimes this makes overlapping and discussion between them.

Do you have any ideas to solve the problem?
