Remind them that bad housekeeping is a "team effort". One person can't be held responsible for a general situation.
So ask yourself, do your employees adopt this attitude? "Well I didn't put it there, so why should I pick it up" and "The cleaning crew will pick it up later".

- Remind people they are not allowed to let things lie around and not pick up after themselves. Doing so is the same as committing a crime against someone else.
